The Canadian Department of National Defence (DND) has launched a $4 million flatsat prototype challenge through Innovative Solutions Canada, aiming to bolster cybersecurity experimentation for hybrid space networks critical to modern defence operations.

Addressing Vulnerabilities in LEO Constellations

Low Earth orbit satellite constellations are central to the military’s vision for hybrid space networks, which must deliver high throughput, low latency, and global coverage for command and control. These networks must remain resilient under dynamic traffic loads and segment failures, making architectural robustness a priority.

The challenge specifically calls for a laboratory-based flatsat—a ground-based satellite that integrates critical subsystems to enable controlled cybersecurity testing. Unlike operational satellites that typically carry one or two payloads, the flatsat must accommodate multiple, type-diverse payloads to support the widest range of experimentation.

Funding Structure and Eligibility Criteria

The government expects to award two contracts under this initiative, with total potential funding of $4 million. Each selected project can receive up to $2 million for a maximum duration of 20 months.

Eligibility is restricted to Canadian small and medium-sized enterprises that are for-profit, incorporated in Canada, and have 499 or fewer full-time equivalent employees. Applicants must conduct research and development within Canada, with at least half of wages paid to employees working domestically and a majority of senior executives residing in the country.

Proposal Deadline and Strategic Implications

Interested firms must submit their prototype proposals by July 2, 2026, at 14:00 Eastern time. This timeline provides ample opportunity for businesses to develop comprehensive proposals that address the DND’s cybersecurity requirements.

This challenge signals a growing recognition that securing hybrid space networks requires dedicated, repeatable testbeds rather than relying solely on operational assets. By investing in flatsat platforms, the DND is laying the groundwork for more resilient satellite architectures that can withstand both cyber threats and network disruptions—a critical capability as space-based systems become integral to national defence infrastructure.
