The Defense Innovation Unit and the U.S. Navy have launched the Spectacular MIST Challenge, a competition designed to accelerate the prototyping and fielding of containerized payloads for manned and unmanned surface vessels, targeting missions from electronic attack to surveillance.

Plug-and-Play Payloads for a Hurried Military

The initiative, detailed in a solicitation released Thursday, pairs DIU with the Navy’s Rapid Capabilities Office and the Naval Information Warfare Center Pacific. The goal is to deploy autonomous, containerized payloads that generate “combat power at speed and scale” in contested maritime environments, according to the solicitation.

This effort aligns with Chief of Naval Operations Adm. Daryl Caudle’s recent push for a “containerized capability campaign.” Speaking at the Sea Air Space exposition in April, Caudle stated, “If it fits in a container, I want it and I should be able to fight anywhere in the world with it across many, many platforms. At speed. At scale.”

What Goes Inside the Boxes

The solicitation specifically calls for “open-system architectures and software-defined capabilities” across three lines of effort: threat radar simulators, active electronic attack, and passive electronic surveillance. Proposals must address unmanned platform integration design and include plans for solution availability, unit cost, and production capacity starting six months after the competition concludes.

Industry submissions are due by July 22. Selected participants will receive up to $250,000 to advance to the next phase, which includes an at-sea live demonstration in Southern California this September. Those progressing to the third round could receive up to $1 million, along with a follow-on prototype or production contract.

The Path from Lab Bench to Launch Pad

The competition’s structure mirrors the Navy’s broader MUSV Marketplace initiative, launched in March, which officials have tied directly to Caudle’s containerization strategy. Winners will be announced in October, with “high-performing vendors” transitioning into unit-focused field assessments for extended evaluation, training, and rapid fielding.

This challenge represents a deliberate shift toward modular, rapidly deployable capabilities that can be integrated across multiple vessel classes. For industry, the message is clear: the Navy is prioritizing speed, scalability, and open architecture over bespoke, platform-specific solutions. The outcome of this competition could define how the service fields electronic warfare and surveillance tools for the next decade.
