The U.S. Space Force has designated Electromagnetic Warfare and Cyber as the third tranche of its Portfolio Action Elements initiative, pushing the service further toward a wartime operational posture. The announcement represents a significant step in restructuring how the Space Force organizes and acquires critical warfighting capabilities.
The Portfolio Action Element framework, or PAE, groups related programs under dedicated leadership to streamline decision-making and accelerate capability delivery. The first two tranches covered Space Domain Awareness and Combat Power (missile warning, satellite communications, and positioning, navigation, and timing).
Under the new Electromagnetic Warfare and Cyber PAE, the Space Force will consolidate efforts to protect and contest the electromagnetic spectrum while defending space-related cyber infrastructure. The move acknowledges that space operations depend on electromagnetic spectrum access and resilient cyber networks.
Space Force leadership has emphasized that the service must prepare for operations in contested environments. The designation of electromagnetic warfare as a portfolio action element signals that spectrum operations are no longer a supporting function but a core warfighting domain.
The cyber component addresses the space service’s growing concern about threats to satellite command and control networks, ground stations, and data links. Recent incidents have highlighted the vulnerability of space-related cyber infrastructure to both state-sponsored and criminal actors.
The third PAE tranche aligns with the Space Force’s broader transition toward a service designed for competition and conflict. Lt. Gen. Stephen Whiting, who leads Space Operations Command, has called for the service to “operationalize” space capabilities and embed warfighting thinking at every level.
The PAE structure, along with the Space Force’s other acquisition reforms, aims to compress the timeline from requirement identification to fielded capability. The electronic warfare and cyber focus area is expected to see rapid prototyping and fielding timelines.
