Space Force faces budget uncertainty as Saltzman plans retirement

The U.S. Space Force faces significant budget uncertainty as its top officer, Gen. Chance Saltzman, announced his retirement next month, leaving the service’s funding fate in the hands of a divided Congress. Saltzman made the announcement during the Global Air and Space Chiefs’ Conference in London, where he urged international military leaders to maintain unity in space operations.

Saltzman, who has led the Space Force since 2022, oversaw the service’s budget grow from $26 billion to a $72 billion request while its ranks expanded to roughly 11,000 guardians. The White House has tapped Lt. Gen. Douglas Schiess to replace him, with a Senate confirmation hearing scheduled this week.

The budget uncertainty stems from disagreements over the Trump administration’s request for $350 billion in reconciliation funding — a partisan budget maneuver — on top of $1.15 trillion through normal defense appropriations. The reconciliation funds would support major Space Force programs including the Air Moving Target Indicator, the space data network, and the majority of the Golden Dome missile defense program.

House Republican leaders have proposed a reconciliation bill of just $60 billion, a fraction of what was requested. Saltzman said he stands behind the service’s budget request and called it “a dramatic increase in resourcing requests for what I think are vital space capabilities,” but acknowledged the outcome rests with Congress.

The service has seen increased recognition for its role in operations in Venezuela and Iran this year. Saltzman, during his final major public speech, pushed a message of allied unity, saying the international community is “stronger as a team of nations than any one of us as an individual.”

The conference follows a contentious NATO summit earlier this month. Saltzman’s successor would inherit the challenge of navigating the service through political budget battles while maintaining momentum on space-based capabilities.
