New Chinese orbital tracking venture joins growing commercial surveillance sector

Xingchen Daohe, a Beijing startup founded in May 2024, has raised roughly $14.8 million to deploy the Guanlan satellite constellation for tracking objects in orbit, the company disclosed through Chinese media outlets in late July. The funding adds a new competitor to China’s commercial space situational awareness sector, which has drawn capital from state-linked investment vehicles alongside private venture firms.

The nearly 100 million yuan round drew backing from the Beihang Tianhui incubator, Zhenghan Capital, QDGF Ventures, Yarong Capital, Yunhui Capital, Xinhai Capital and state-linked investor Changsha Chengfa. The company has also signed into Beijing’s Satellite Town development zone as part of the city’s broader industrial policy consolidation of space companies.

Xingchen Daohe describes the Guanlan constellation as providing continuous orbital monitoring for collision avoidance, orbit optimization and space traffic management for both military and civil operators. The dual-use framing is common among Chinese commercial SSA companies, where marketing language often targets civil applications while infrastructure capabilities clearly support military space surveillance.

Competition among Chinese SSA firms is heating up through 2025 and 2026. Geovis Insighter Technology went public on the Beijing Stock Exchange with plans for a 156-satellite SSA network. Creatunion runs the Spacemapper platform that maintains China’s orbital object catalog. Aotian sent Gande-1 to orbit in late July as the country’s first dedicated debris-watching satellite. The proliferation of competing tracking systems raises questions about how civil SSA data could support military threat assessment and space control operations.

Orbital tracking networks deliver round-the-clock surveillance that works through any weather and doesn’t depend on ground station reach. That persistent capability makes them valuable for national security missions well beyond the civil collision-avoidance use case that most Chinese SSA startups cite as their public-facing business model.
