Nearly a decade in, America’s space traffic system is still a pilot

Almost $200 million and eight years after the policy that created it, the Commerce Department's space tracking effort still runs as a pilot.

A Commerce Department effort meant to lift the routine job of tracking satellites off the Pentagon’s shoulders is nearly a decade old, has absorbed close to $200M, and still runs as a pilot.

A dozen government, industry and academic sources describe a system whose fiscal 2028 budget decisions are now arriving at the wire, turning this year’s AMOS conference in Maui into a referendum on the Traffic Coordination System for Space. If the pilot folds, the Defense Department, the Space Force and U.S. Space Command would find themselves without a backup plan.

The funding record explains the anxiety. The White House tried to terminate the effort in its fiscal 2026 request, cutting the Office of Space Commerce from $65M to $10M; Congress restored $50M, leaving roughly $40M for TraCSS. For fiscal 2027, Commerce asked for $11M and proposed putting the pilot into a holding pattern while it designs a new financial model built on user fees. House appropriators countered with $50M and language preserving the program, while the Senate has yet to weigh in.

Money alone may not settle the argument. Commercial analysts complain the software cannot fuse operator position data with Defense Department observations and trajectory analysis, the combination needed to predict close approaches, and that commercial tracking services never entered the operational baseline. One executive described the effort as a Commerce wrapper around existing military data.

Firms that accepted early pathfinder contracts, among them COMSPOC, Kayhan Space, LeoLabs, Slingshot Aerospace and SpaceNav, argue a rebuilt system oriented toward commercial data would serve everyone better.
