Space Force reopens antenna bidding after a $1.7B cancellation

Space Systems Command restarts a shelved antenna program, betting on commercial phased arrays and ground-segment-as-a-service.

The Space Force has reopened the competition to rebuild the ground antennas that command its satellites, this time betting on commercial hardware instead of custom designs. Space Systems Command issued a final solicitation on September 28 under a restructured version of the Satellite Communication Augmentation Resource program, with industry white papers due October 15.

The reset follows the cancellation of a $1.7B prime contract with AeroVironment, which had been tasked with building high-capacity phased-array antennas able to track several satellites at once. Technical integration delays and cost growth on the custom hardware ended that approach.

What the network has to do

The Satellite Control Network still leans on aging parabolic dishes for the telemetry, tracking and commanding work that keeps military and national security satellites under control. As constellations multiply across low, medium, geostationary and highly elliptical orbits, schedulers face pass volumes the current dishes cannot absorb.

The new solicitation drops custom development in favor of commercially proven terminals: software-defined beamforming, modular active electronically scanned arrays, multi-beam apertures that hold several spacecraft at once, and wideband digital backhaul with software-defined radio interfaces.

Ground-segment-as-a-service providers and commercial satellite operators are now in scope. Spreading standardized apertures across many sites is meant to buy redundancy, so command authority holds up during jamming or the loss of a single station.

Why the restart matters

Command links are the thread between an operator and a spacecraft. Restarting the program trades a long hardware development cycle for shorter deployment timelines and lower per-aperture costs, at the price of leaning on commercial supply chains for the military’s satellite control backbone.
