A study expects Russia to widen its counterspace playbook

A RUSI paper forecasts more Russian investment in directed-energy and space-based electronic warfare.

Russia is likely to lean harder on tools that blind and jam adversary satellites rather than simply build a bigger nuclear arsenal, according to a study published by the Royal United Services Institute.

The paper argues Moscow’s constrained industrial base pushes it toward quality over quantity. Instead of expanding warhead counts, it expects Russia to sharpen the accuracy, penetration and survivability of silo-based missiles such as the RS-28 Sarmat.

Where the study breaks new ground for space watchers is in its counterspace finding. It predicts growing Russian investment in directed-energy weapons and space-based electronic warfare aimed at degrading US intelligence, surveillance, reconnaissance and missile-defense systems. Analysts have long tracked Russian jammers that harass satellite navigation; the RUSI forecast points to a widening of that effort into orbit itself.

The assessment also expects Russia to favor systems that serve nuclear and conventional missions at once, a workaround for material and financial limits that make large-scale expansion impractical. Mobile launchers and ballistic missile submarines, once the core of the deterrent, would become mostly retaliatory options rather than the centerpiece.

SpaceNews reported the study on October 9, framing the counterspace emphasis as a direct response to Washington’s expanding space-based surveillance and missile-defense efforts.

The finding lands amid a wider rethink of orbital conflict. The United States has acknowledged fielding space-control weapons in orbit, Beijing has protested, and no arms-control forum exists to test competing claims about what each side has deployed.
