The Pentagon’s M-code GPS modernisation effort has been running for more than two decades with satellites broadcasting the encrypted signal since 2005, yet most military platforms still lack receivers that can use it. A major reorganisation in late July aims to change that.
The Air Force Life Cycle Management Center absorbed the Military GPS User Equipment program on July 23, pulling it from Space Force oversight. MGUE develops the chips and receiver cards needed to decode M-code, a jam-resistant signal that military planners have long viewed as essential for operations in contested electromagnetic environments.
The GPS satellite constellation and its ground segment remain under Space Force operational control. What moved is the receiver-side technology that gives aircraft, ships and ground vehicles access to the encrypted military signal when civilian GPS frequencies are jammed or spoofed.
Increment 1 of MGUE, targeting common receiver cards for aviation, maritime and ground systems, encountered persistent hardware and software problems that pushed schedules years behind plan. Increment 2, which aims to produce smaller chips for handheld units and precision munitions, struggled with power consumption and design complexity.
The Government Accountability Office had flagged the structural divide between the technology developer and the deploying services as a recurring source of delay. The Air Force already operates the M-Code Aviation Receivers Joint Program Office, established in 2024 to improve coordination across service branches.
Individual military services still control their own integration funding, testing schedules and deployment decisions. Shifting MGUE to the Air Force removes one layer of organisational friction from an effort that has frustrated Pentagon planners for years.
