Unreliable orbital data masks most collision risk, COMSPOC says

New COMSPOC research argues most collision risk goes unmanaged because operators cannot trust the orbital data behind their warnings.

Most satellite collision warnings are being resolved on orbital data too shaky to trust, new research from COMSPOC argues, leaving the bulk of real collision risk unaddressed.

In a study of everyday conjunction assessment practices, the firm’s analysts found operators typically eliminate only around 7% of genuine collision danger, with more than nine-tenths of the risk left untouched. COMSPOC chief scientist Dan Oltrogge, writing in an essay published Aug. 4, blames the information rather than the operators: probability scores built on uncertain positions can read as comfortingly low at exactly the moments the real threat is highest.

Weak data cuts the other way too, flooding operators with alerts that turn out to be phantom encounters. Analysts lose hours to false alarms, spacecraft waste propellant dodging threats that never materialize, and mission planners pull attention away from higher-priority work.

Piling on more telescope and radar observations will not close the gap by itself, Oltrogge argues. The fix, he says, is a holistic approach: stronger data fusion and analytics, deeper sharing among operators, governments and space situational awareness systems, and collision probability thresholds matched to how accurate the underlying orbital data actually is.

The findings matter for defense. As militaries lean on proliferated constellations for communications, missile warning, positioning and targeting, commanders’ confidence in orbital information becomes an operational readiness question rather than a technical side issue. Oltrogge urges buyers of next-generation space domain awareness capabilities to judge success by whether operators can make better decisions under real operational conditions, not by how many observations their networks collect.

With better data, he concludes, operators can improve safety and cut workload at the same time instead of trading one for the other, and genuine hazards stand out more clearly from routine noise.
