Space Force lines up a contractor to export launch know-how

An unnamed ally wants Space Force help to build a rocket program modeled on National Security Space Launch.

One allied government wants to stand up its own version of the Space Force’s National Security Space Launch program, and it is asking Washington to teach it how.

The chosen firm would adapt American launch and range procedures to the partner’s needs and vet which U.S. commercial rockets and spaceport operators could serve it. It would also draft a mission assurance plan and deliver its findings to the Space Systems Command office that buys launch services.

The service flagged the plan to industry on September 3. The sale would take the form of a technical service case, an export vehicle Washington uses when a partner needs expertise rather than hardware, and the country has asked for engineering and logistics support built around a U.S. commercial rocket and its ground infrastructure.

Sovereign launch is suddenly in fashion among U.S. partners. Germany, Spain, the UK, and Italy fund domestic rockets, and Canada weighed a launch framework in April. Cape Canaveral and Vandenberg carried out 175 launches last year, close to 60 percent of the world’s total.

Exporting mission assurance shapes markets as much as it helps allies. A nation whose rockets, ranges, and safety standards follow the American model stays inside the U.S. launch ecosystem, and that is leverage no treaty can grant.
