Satellite and cybersecurity specialists at the 2026 Small Satellite Conference warned that proliferated constellations are concentrating risk as fast as they add capability, and that adversaries are adapting to attack whole orbital shells instead of single satellites.
Erin Miller, executive director of the Space Information Sharing and Analysis Center, told an Aug. 25 panel on threats to the “SmallSat Revolution” that dense constellations stack risk alongside capability. She spoke alongside analysts from Umbra, Deloitte and Aerospace Corp.
Deloitte’s commercial space cyber lead, Shawn Cozzolino, argued the attack surface grows with every satellite a fleet adds to its network. The panel flagged supply chains and shared services like GPS, communications and open-source code as additional attack vectors.
Catherine Venturini, a principal engineer at Aerospace Corp., warned about automated constellation management systems running with little or no human oversight, noting that a single uploaded patch can propagate a problem across an entire fleet. She urged operators to treat mass-update paths with care.
Brandon “BT” Cesul, a former intelligence analyst now at Umbra, argued the shift to resilience through numbers changes adversary math. Rather than build exquisite surveillance to hit one valuable satellite, rivals can target an altitude band and affect everything transiting a shell, aided by wide-area jamming and reported Russian nuclear anti-satellite work. He suggested megaconstellations may have made the attacker’s job easier, not harder.
Panelists pointed to information sharing, including the Space Force’s Joint Commercial Operations Cell, as the main defense, arguing operators and agencies must trade details on attacks to build collective resilience.
