Satellites that hold steady orbits hand an adversary an easy targeting problem, and US Space Command has spent the first week of September testing the opposite idea: spacecraft that keep moving. The command announced Sept. 8 that Apollo Maneuvers 2026 wrapped up as its first live-fly exercise, with actual satellites carrying out coordinated maneuvers across low Earth, medium Earth and geosynchronous orbits.
The number of participating spacecraft and the movements they performed stayed classified, and the drill ran under simulated contested conditions. Allied forces from Operation Olympic Defender, a grouping that includes Australia, Canada, France, Germany, New Zealand and the United Kingdom, took part alongside the Commercial Integration Cell at the Combined Space Operations Center at Vandenberg Space Force Base.
Apollo Maneuvers sits at the center of Gen. Stephen Whiting’s drive to shift military thinking away from satellites that linger for years in predictable paths. He argues that repositioning spacecraft more often complicates adversary planning, and that maneuverability and survivability are what the force needs to gain advantage in orbit. The catch is fuel: most spacecraft carry only enough propellant for station-keeping, collision avoidance and a limited set of moves, so routine maneuvering would demand stronger propulsion and refueling infrastructure.
The exercise data will feed doctrine, operational plans and future logistics and servicing requirements, giving industry a clearer picture of what the military intends to buy. Whiting first floated the Apollo concept in January, comparing it with the US Army’s 1941 Louisiana Maneuvers, and has tied the need for orbital mobility directly to China, warning that the United States cannot let an adversary build a maneuver advantage. Space Command said the first week’s data is now under review.
