Russia conducting daily attacks on UK ‘from seabed to cyberspace,’ spy chief warns

Russia is conducting daily hybrid attacks against the United Kingdom and its allies across an expanding threat domain that now spans “from the seabed to cyberspace,” according to a stark warning from the director of GCHQ, Britain’s signals intelligence agency.

The Expanding Threat Landscape

Speaking at Bletchley Park, the historic birthplace of modern computing and GCHQ itself, Anne Keast-Butler told an audience of government and industry leaders that the current threat environment is unprecedented in scope. She described operations targeting “critical infrastructure, democratic processes, supply chains and public trust” — all conducted below the traditional thresholds of armed conflict.

The agency has responded with a multi-layered countermeasure strategy, including defending subsea cables and energy pipelines in British waters, disrupting Russian networks smuggling sanctioned technology, and countering “reckless sabotage and assassination attempts.” Last month, Britain disclosed it had tracked and forced the retreat of a Russian submarine operation near critical seabed infrastructure.

Urgency and Innovation in Defense

Keast-Butler called on businesses, government, and allied nations to treat cybersecurity with “ten times greater urgency,” warning that “the risk of miscalculation is as high as I have ever seen it.” She drew direct parallels to the wartime codebreaking efforts at Bletchley Park, where a team — three-quarters of them women — “changed the arc of technological innovation and altered the course of history.”

To meet today’s challenges, GCHQ is developing a new national cyber defense capability that embeds agentic AI into systems capable of detecting and responding to attacks faster than human operators. While still at the blueprint stage, the capability — to be delivered by the National Cyber Security Centre — aims to provide defenders with a critical advantage as AI accelerates the pace of adversarial activity.

Geopolitical Implications and Long-Term Threats

Keast-Butler also highlighted the rising sophistication of China’s offensive cyber capabilities, noting that Beijing is “now a science and tech superpower with sophisticated intelligence, cyber and military capabilities.” She echoed warnings from Dutch military intelligence that China has drawn level with the United States in offensive cyber operations.

Looking further ahead, the GCHQ director emphasized that quantum computing presents an urgent reckoning. Once operational, quantum machines will break traditional encryption protecting government secrets, financial systems, and military communications — including those related to Britain’s nuclear deterrent. Businesses were urged to begin transitioning to quantum-resistant systems now.

A Call for Collective Resilience

“In this volatile world, there are steps we can all take to protect our communities and our loved ones,” Keast-Butler said, from switching passwords for passkeys to “standing together to reinforce alliances and forge new partnerships.” She invoked the 1941 decision to share British codebreaking secrets with American officials at Bletchley — a “leap of trust” that paved the way for the Five Eyes alliance.

The message is clear: the ground beneath the cybersecurity landscape is shifting, and shifting fast. As Keast-Butler concluded, “Cybersecurity is a critical priority for all businesses. The strength and depth of our own partnerships are our greatest asset.”
