Russian state-sponsored satellites have been actively interfering with GPS signals across northern Europe, Greenland, and Canada since 2019, according to new research from the University of Texas, revealing a covert electronic warfare capability that poses a direct threat to global navigation infrastructure.
The interference events, attributed to Russian satellites, are sporadic, extremely brief, and offset slightly from the main GPS frequency, making them difficult to detect. Since 2020, the same satellites have also targeted China’s BeiDou navigation system in a nearly identical pattern, removing any ambiguity about the system’s offensive intent.
The War Over Navigation Is Already Underway
These jamming operations constitute an electronic weapon being exercised covertly, with the potential to reach any location on Earth. Moscow’s history of threatening GPS extends beyond signal interference; in November 2021, Russia destroyed a defunct satellite with a ground-based missile, generating thousands of pieces of orbital debris to demonstrate that foreign space systems are vulnerable.
State-sponsored media later explicitly threatened to destroy all 32 GPS satellites if NATO intervened in Ukraine. While analysts initially doubted Russia’s capability to execute that threat, recent analysis indicates Moscow already possesses the ability to deny GPS signals globally, including over the United States.
Why It Is So Cheap to Jam and So Expensive to Defend
Russia and China have deployed terrestrial systems to complement and back up their satellite navigation signals, creating a strategic advantage. The United States lacks such a backup architecture, despite the fact that GPS underpins virtually all critical infrastructure and technology.
Marc Berkowitz, Assistant Secretary of War for Space Policy, described this “NAVWAR asymmetry” as a significant danger in a 2024 paper. Allied nations including the United Kingdom, France, South Korea, and Saudi Arabia have built or are building terrestrial navigation and timing systems to protect against GPS disruptions, effectively deterring attacks by denying adversaries the benefits of targeting satellite signals.
The Fix Is Not Better Tech, It Is Better Rules
For over two decades, a cross-government committee led by the Departments of Defense and Transportation has been responsible for developing a GPS backup, yet no significant progress has been made. Numerous advisory groups have identified diffuse leadership and a lack of empowered authority as the core obstacles.
This is not a technological challenge. Multiple mature technologies exist, including combining satellite signals with terrestrial broadcast and fiber-based timing in a system-of-systems architecture that would be nearly impossible to disrupt. Commercial providers are ready, willing, and able to deliver such a solution through contracts.
The administration must task either the Department of Defense or Transportation with establishing one or more backup systems, backed by consistent funding and an aggressive timeline. The statutory authority rests with the White House, requiring no new legislation, and the necessary funding is negligible compared to other national security expenditures.
The vulnerability of GPS is a serious national security issue. If this remains everyone’s responsibility, no one will be responsible—and the nation will be waiting for the day an adversary exploits that weakness.
