Ukraine’s military intelligence service says Russia has told its spy agencies to intensify operations across the European Union and NATO, with satellite internet ground stations among the likely targets.
The Defense Intelligence of Ukraine, known as HUR, warned that the GRU and FSB have been ordered to prepare new hybrid operations meant to undercut military support for Kyiv and weaken the alliance. The campaign could blend covert influence work with physical sabotage.
HUR listed military facilities, critical infrastructure and communications systems as potential objectives, singling out Starlink satellite internet ground stations sited in European countries. Striking those sites would disrupt the connectivity that troops, drones and command posts depend on.
The warning lands weeks after a fire damaged a Starlink ground station in Poland that Polish officials suspected was sabotage. Starlink terminals have become a critical layer of battlefield communications for Ukraine, used for everything from drone control to artillery coordination.
European governments have been bracing for a wider campaign of arson and sabotage attributed to Russian intelligence, including plots against logistics hubs and defense plants. Ukraine’s warning urges partners to harden exposed infrastructure before an incident rather than after one.
