Chinese startup scores state-backed cash for satellite signal tracking

Tianjin's StarRF closes a state-backed Pre-A+ round for a low Earth orbit constellation that detects and geolocates radio emissions.

China’s commercial space sector is quietly funding a homegrown rival to Western radio-frequency surveillance constellations.

StarRF, a startup registered in Tianjin that also goes by the name Xingkan Jiuzhou Technology, closed a Pre-A+ round on Aug. 21. Shandong state-owned investor Luxin Venture Capital led the raise, with Tianqi Capital and Haitang Fund joining, while early backer Junyuan Capital returned. The size of the round was not made public.

The company’s project is a low Earth orbit fleet called Diting, conceived in late 2023, that watches the electromagnetic spectrum over land and sea. Its engineering covers signal reception, demodulation, analysis and locating transmitters, the same business lane as HawkEye 360, BAE’s Azalea and France’s Unseenlabs.

A portfolio update from Junyuan went further, saying Diting will fly satellites in trios, a geometry that mirrors the Yaogan triplets that open-source analysts have long read as electronic intelligence assets hunting naval emitters. Two investors have gone so far as to call StarRF “China’s HawkEye 360.”

The cash is earmarked for research, market expansion and hiring. Junyuan pitched the data products at spectrum management, maritime shipping, public security and railways, while an earlier round cited “public and national defense security” as a use case. Notably absent from the cap table are state space giants CASC and CASIC, a sign the backing flows through regional industrial policy rather than the central defense-industrial machine.
